Prime Minister Datuk Seri Najib Razak said reviewing of conditions that were burdensome, inflexible or unrealistic must be carried out by each agency to pave the way for more effective implementation of the transformation initiatives.

He said while the government had clearly outlined its transformation agenda, which was centred on initiatives such as the Government Transformation Programme, New Economic Model and Strategic Research Initiatives, agencies that played the role of executors could help make them a success.


He highlighted four aspects that the agencies must strive for.


"When we come up with brilliant ideas, that becomes the starting point ... then comes meticulous planning, followed by flawless execution of the plans. It does not stop there as it is most important to get feedback and monitor the execution of the plans made," he said at the Finance Ministry's monthly gathering.

Also present were Second Finance Minister Datuk Seri Ahmad Husni Hanadzlah and Treasury secretary-general Tan Sri Dr Wan Abdul Aziz Wan Abdullah.


Najib, who is also finance minister, said it was important for the agencies, including central agencies like the Treasury, to be on the ball with execution of plans and projects, as they would then be able to speedily identify any hindrances.

"What we have proposed in the 10th Malaysia Plan, 2011 Budget and other plans are being implemented. When we know that something is not working, we must rectify the causes.

"We have to see if what we have come up with are actually being carried out as planned.


"If they are not, we have to know the reasons."

He also reminded civil servants, especially those at central agencies, that as all decisions announced by the government were public knowledge, it was important that they were seen through and carried out.

Najib added that failure to deliver on promises and expectations would only cause the government to bear the brunt of the people's dismay.

He also said the Treasury had set up an innovation unit, which would complement the government's efforts in pushing for a more innovative civil service, which in turn would help to raise their quality, innovation and creativity.

Najib also said in line with the government's aim to step up energy efficiency in government buildings, the Treasury, the Royal Customs Complex, the Accountant-General's Department and the Economic Planning Unit had been selected as pioneer agencies by the Energy, Green Technology and Water Ministry for the energy-saving programme.

They were selected as their buildings could serve as good examples of energy-efficient government buildings, he added.

Najib also said in carrying out development projects, executing agencies must ensure they adopted the principle of resource levelling in dealing with budget limitations while stressing on value for money.

Delay in taking appropriate action and making decisions, he said, would not only serve to cost the government billions of ringgit in losses but also cost the people the benefits that they had been promised.

On another note, Najib said the Treasury was striving to attain the quality management system MS ISO 9001:2008 certification for national financial management, with Sirim to conduct its audit on Wednesday.

Meanwhile, at another function in Kuala Lumpur, Najib said Malaysia must be associated with quality brands.

He said by exporting the nation's branded offerings, it created a positive identity and built preference for Malaysian products and services.

"Branding is even more urgent today as there are numerous alternative products from other countries competing for buyers' attention," he said at the launching of Royal Selangor's flagship store at Pavilion KL.

Trials to find cure for HIV in final stage

KUCHING: Sarawak and American scientists are in the final stage of conducting clinical trials on a compound from the Bintangor tree for the treatment of HIV, Chief Minister Tan Sri Abdul Taib Mahmud said yesterday.

The scientists have been conducting trials over the last 10 years in Seattle in the United States in a bid to find a medication for HIV/ AIDS.

They believe that the Calanolide compound could be the answer for the treatment of HIV, for which there is no cure yet.


The compound was extracted at the Sarawak Biodiversity Centre (SBC) by the local scientists and sent for clinical trials in Seattle.

"The compound, if proven effective in curing HIV, will be a major discovery from Sarawak," Taib said at the opening of the centre's new administrative building at Km40, Jalan Penrissen, near here.

He, however, could not say when the compound could be finally distributed and commercially marketed worldwide.


Taib announced that the state government had set aside a piece of land in Bau district for the planting of Bintangor tree, and that RM10 million had been allocated to the centre for research purposes.

Any scientist from the centre who made discoveries on plant compounds that could cure illnesses would be given a share in the centre. The others who would be given the shares are research institutions that conduct clinical trials on the compounds and pharmaceutical companies which manufacture the compounds into medicines.

Taib also praised the centre for its Library of National Products, consisting of plants and microbes which had become the basis of screening for active compounds.


"Today, this library, which is supported by the state's legal and systematic approach to collaborative research work, has become the main attraction or draw for researchers and institutions to collaborate with SBC to screen for bioactive compounds."

With the setting up of the library, he added, the state had taken the initiative to enhance its own knowledge on indigenous biodiversity and its potentials, and to transform the discoveries into products by establishing partnerships with research institutions, biotech companies and local entrepreneurs.

Deputy Chief Minister Tan Sri Dr George Chan, meanwhile, said the centre was conducting research on a plant found in Ba'Kelalan that had the potential to be developed as an anti-cancer agent.

The plant, known as "segera" to the Iban and "kelabuno" to the Orang Ulu, contains a potent compound called silvestrol which has been patented worldwide by the Sarawak government, covering 16 countries.

"Silvestrol has drawn intense attention from a number of high-profile international research groups.

"For example, the National Cancer Institute in the United States, a leading agency in cancer research and clinical trials, has teamed up with the prestigious Ohio State University to work with SBC in conducting pre-clinical and clinical trials on silvestrol.

"Furthermore, there are several renowned universities and commercial companies enquiring on the availability of this compound," Dr Chan said at the event yesterday.

He added that the state government was reviewing future agreements, and once these collaborations take off, the biodiversity centre would be the main agency to coordinate the supply of this drug candidate.

JOHOR BARU: The Sultan of Johor, Sultan Ibrahim Sultan Iskandar, yesterday chastised Malays who questioned their special rights.
He said the Malays needed to reflect on their position in society while those who questioned those special rights needed to repent.

"The concept of kedaulatan Melayu (Malay sovereignty), which includes the positions of the rulers as well as Islam as the official religion, is never meant for other races to be seen as foreigners in this country," he said when opening the Multaqa Ulama Darul Takzim at the Persada International Convention Centre here.


He said before the Malay states became a federation, the rulers and their subjects had already welcomed foreigners and allowed them to earn a living and contribute to the development of the country.


"When the federation was formed, the rights of the other races were protected and guaranteed by the Constitution.

"In view of the current developments, I would like to remind the Malays to reflect on their position and be repentant. This is because there are some who are rejecting the concept of Malay sovereignty, which is already enshrined in the Constitution."


Article 153 of the Constitution grants the Yang di-Pertuan Agong the responsibility of safeguarding the special position of the Malays and other indigenous people.

The constitutional provision has lately been questioned by several quarters, including prominent Malay opposition leaders.

Sultan Ibrahim told the group of Johor Islamic religious leaders and scholars at the function that they and their peers needed to play their part in explaining and defending the concept of Malay sovereignty.


"Past contributions of the ulama in defending the religion, nation and country have been great. They had taken an active role by joining the country's leaders in seeking independence for this country.

"This country gained independence due to a solid combination of the ulama and the country's leaders, which also enabled Islam to be promoted.

"It is clear that the ulama should not only concern themselves with matters regarding Islam, but are also required to protect the sovereignty of the Malays."

Present at the function were state Islamic Religious Committee chairman Datuk Zainal Abidin Osman, state Islamic Religious Council adviser Datuk Nooh Gadut and Universiti Tun Hussein Onn Malaysia Vice-Chancellor Prof Datuk Dr Mohd Noh Dalimin.

The gathering of Johor ulama was held in conjunction with Sultan Ibrahim's birthday celebrations.

Perlakuan seksual membimbangkan golongan muda, terutama lelaki di negara kaya dan peningkatan AIDS di Eropah Timur dan Asia Tengah dikaitkan dengan penggunaan dadah, kata pihak berkuasa, menjejaskan tanda positif seperti pengurangan dramatik dalam jumlah jangkitan daripada ibu kepada bayi yang baru lahir.
Paul De Lay, timbalan pengarah eksekutif agensi AIDS Pertubuhan Bangsa-Bangsa Bersatu (UNAIDS) berkata: “Nampaknya akan ada gelombang kedua dan ketiga epidemik itu, terutama akibat hubungan seksual.

“Anda mempunyai golongan muda yang tidak cukup maklumat mengenai AIDS, menyebabkan kurang perasaan takut mengenainya.”

Beliau berkata ia menjadi masalah utama di Britain, Jerman dan Amerika. Tanpa memberi angka khusus, beliau berkata kadar jangkitan golongan muda adalah tiga kali ganda berbanding pada awal 2000.

“Kami dapati setiap lima hingga tujuh tahun, perlu ada satu kempen baru pendidikan yang digerakkan semula. Kami melakukannya di UK dan Jerman. Di Amerika, berlaku kejadian besar-besaran penyakit jangkitan seksual AIDS.”
Menurut laporan tahunan UNAIDS yang dikeluarkan minggu lalu, terdapat anggaran 54,000 jangkitan baru di Amerika tahun lalu dan 3,900 di Jerman. Terdapat anggaran 1.2 juta penghidap AIDS di Amerika, 85,000 di Britain dan 67,000 di Jerman.

Di Eropah Timur dan Asia Tengah “terdapat ledakan golongan muda yang ingin mencuba dadah yang disuntik.”, menurut pakar PBB.

Russia dan Ukraine secara bersama mencatat hampir 90 peratus jangkitan baru HIV/AIDS sejak beberapa tahun lalu, kata laporan UNAIDS. Ukraine kini mempunyai kadar AIDS tertinggi dewasa di Eropah dan Asia Tengah.

UNAIDS berkata “wujud bukti kukuh kemunculan semula epidemik HIV di kalangan homoseksual lelaki” di Amerika Utara dan Eropah Barat.

Terdapat 3,160 jangkitan baru penghidap HIV lelaki yang melakukan seks dengan lelaki di Britain pada 2007. Di Amerika, jangkitan baru HIV disumbangkan akibat seks tanpa perlindungan antara lelaki meningkat lebih 50 peratus dari 1991-1993 sehingga 2003-3006.

Di seluruh dunia terdapat anggaran 2.6 juta jangkitan baru tahun lalu, menurun daripada kira-kira 3.3 juta ketika kemuncak epidemik AIDS pada 1999, menurut De Lay.

“Ia adalah peningkatan perlahan namun tetap,” kata De Lay, yang meramalkan pada kadar terkini ia mengambil kira-kira 50 tahun untuk menguasai Sindrom Kurang Daya Tahan Melawan Penyakit itu.

Sebanyak 370,000 bayi setahun yang dilahirkan dengan AIDS menurun daripada 500,000 setahun pada awal dekad ini dan satu laporan baru PBB berkata tidak mustahil untuk menghapuskan jangkitan AIDS ibu kepada bayi menjelang 2015.

Pada hakikatnya tiada bayi dilahirkan dengan jangkitan AIDS di Eropah dan Amerika Utara kerana negara kaya melancarkan imbasan agresif dan program pencegahan pada 1990-an.– AFP
