Review unrealistic rules, PM tells agencies

Prime Minister Datuk Seri Najib Razak said reviewing of conditions that were burdensome, inflexible or unrealistic must be carried out by each agency to pave the way for more effective implementation of the transformation initiatives.
He said while the government had clearly outlined its transformation agenda, which was centred on initiatives such as the Government Transformation Programme, New Economic Model and Strategic Research Initiatives, agencies that played the role of executors could help make them a success.
He highlighted four aspects that the agencies must strive for.
"When we come up with brilliant ideas, that becomes the starting point ... then comes meticulous planning, followed by flawless execution of the plans. It does not stop there as it is most important to get feedback and monitor the execution of the plans made," he said at the Finance Ministry's monthly gathering.
Also present were Second Finance Minister Datuk Seri Ahmad Husni Hanadzlah and Treasury secretary-general Tan Sri Dr Wan Abdul Aziz Wan Abdullah.
Najib, who is also finance minister, said it was important for the agencies, including central agencies like the Treasury, to be on the ball with execution of plans and projects, as they would then be able to speedily identify any hindrances.
"What we have proposed in the 10th Malaysia Plan, 2011 Budget and other plans are being implemented. When we know that something is not working, we must rectify the causes.
"We have to see if what we have come up with are actually being carried out as planned.
"If they are not, we have to know the reasons."
He also reminded civil servants, especially those at central agencies, that as all decisions announced by the government were public knowledge, it was important that they were seen through and carried out.
Najib added that failure to deliver on promises and expectations would only cause the government to bear the brunt of the people's dismay.
He also said the Treasury had set up an innovation unit, which would complement the government's efforts in pushing for a more innovative civil service, which in turn would help to raise their quality, innovation and creativity.
Najib also said in line with the government's aim to step up energy efficiency in government buildings, the Treasury, the Royal Customs Complex, the Accountant-General's Department and the Economic Planning Unit had been selected as pioneer agencies by the Energy, Green Technology and Water Ministry for the energy-saving programme.
They were selected as their buildings could serve as good examples of energy-efficient government buildings, he added.
Najib also said in carrying out development projects, executing agencies must ensure they adopted the principle of resource levelling in dealing with budget limitations while stressing on value for money.
Delay in taking appropriate action and making decisions, he said, would not only serve to cost the government billions of ringgit in losses but also cost the people the benefits that they had been promised.
On another note, Najib said the Treasury was striving to attain the quality management system MS ISO 9001:2008 certification for national financial management, with Sirim to conduct its audit on Wednesday.
Meanwhile, at another function in Kuala Lumpur, Najib said Malaysia must be associated with quality brands.
He said by exporting the nation's branded offerings, it created a positive identity and built preference for Malaysian products and services.
"Branding is even more urgent today as there are numerous alternative products from other countries competing for buyers' attention," he said at the launching of Royal Selangor's flagship store at Pavilion KL.
